The Environmental
Project Engineer is responsible for evaluating ways to improve process and
equipment operation. Works closely with the Environmental Manager to oversee
environmentally- related projects to upgrade mill environmental compliance
programs/systems, including establishing a site-specific environmental
management system.
This position requires strong project management skills and involves
communication with mill management and regulatory agencies such as the EPA,
Ecology, and Jefferson County. Topics include AOP/NPDES compliance issues,
audits, inspections, and compliance reports. Oversees the investigation of
concerns and complaints from concerned citizens.
Duties and Responsibilities
Environmental Compliance Tracking & Reporting:
- Provide process engineering support and assists in the preparation
of compliance reports, particularly the SARA 312 and SARA 313 reports.
- Oversee AOP stack emissions testing program. Identify CEMS emissions trends,
coordinate stack testing dates and ensure adherence to EPA stack testing
procedures.
- Assist the Environmental Manager and applicable department heads to ensure
that operations meet environmental compliance requirements.
- Assist operations with identifying and troubleshooting mill processes that
may impact mill environmental performance.
- Assist with preparation and process research for the monthly Air Emissions
and Discharge Monitoring Reports according to Ecology requirements. Review
air and water data prepared by the Environmental Technicians
- Help interpret, review and analyze regulations and applicable permit
limits.
- Communicate as needed with the regulatory agencies such as Ecology and EPA.
- Oversee drinking water compliance and testing program.
Environmental Compliance Tracking & Reporting:
Undertakes studies of processing and general mill problems to improve
quality, quantity of production, and operating efficiency; work with mill
personnel to prevent and investigate environmental excursions; provide training and updates to
company management, pulp mill foremen and mill personnel.; help design
compliance improvement programs for mill; design and implement improvements
to existing pollution control systems; update CAD drawings to reflect
improvements.
Waste Management and Reduction:
Sample
waste streams, ships samples and prepare special waste applications for
off-site disposal. Monitor hazardous waste generation and conduct inspections
and shipments as required; program documentation and recordkeeping; work with maintenance planners
and engineering to ensure waste management is part of mill projects; assist
Yard Supervisor/landfill operators in the operation and management of the
landfill site; improve chemical & waste programs, including pollution
prevention and oil spill planning.
Other duties as assigned:
Assume
responsibilities of Environmental Manager in their absence or during periods
of work re-assignment; provide process engineering and technical support to
mill operations, including field and lab work such as stack, lab testing,
monthly and weekly inspections field inspections; performs other duties as
assigned by the Mill Management and Environmental Manager; actively
participates in department and mill-wide safety program. Provides and
receives compliance training. Completes a minimum of one safety observation
per week.
Minimum
Requirements:
Education
Level Required: B.S. degree in Engineering, Chemical Engineering, Pulp and Paper
Science, or related science field.
Experience Required: 5 or more years experience in environmental
engineering field. Experience in an industrial setting and as project
manager extremely desirable. Experience at kraft mill desired.
Knowledge Required: Knowledge of Local, State and Federal
environmental regulations pertaining to EPCRA/SARA; solid and hazardous
waste; air and water emissions; hazard communication standards. Some
knowledge of kraft pulping process is necessary. The ability to organize and
manage large amounts of data and to compile concise, accurate reports is
mandatory.
